A public policy aims to enhance and safeguard social interests. The aim of the public policy that can maximize public interests relies on whether the citizen will participate in the process of the public policy implementation and the depth and breadth of the process. If the citizen positively participates in the process this is going to affect the implementation of the policy. Presently, many public policies have deviated from their major goals and have not achieved the desired outcome (Xiaodong et al., 2019). One of the significant reasons is the lack of civic participation. Thus, citizen participation is important in public policy implementation.
